ENTRY REQUIREMENT
Malaysian and International Students
  • A Master's Degree in related fields as accepted by SOIS UUM; or
  • A Master Degree in non-related fields as accepted by SOIS UUM, subject to having relevant working experience and rigorous internal assessment; or
  • A Master's Degree in non-related fields as accepted by SOIS UUM and without relevant working experience, subject to passing pre-requisite courses; or
  • Other qualifications equivalent to a Master's Degree recognised by the Malaysian Government.
ENGLISH LANGUAGE REQUIREMENT
All International postgraduate students should meet any one of the following English Language requirements set by the University before they are accepted for admission. For direct admission, International Postgraduate Students must have obtained one of the following: 
  1. TOEFL Score of 550 and above in the Paper Based Test
  2. IELTS of Band 6.0 and above
  3. MUET of Band 4.0 and above
  4. Cambridge English Advanced Test score of 169 and above
  5. Pearson Test of English Academic score of 50 and above

Exemption for meeting the above English Language requirement are given to candidates with any of the following qualifications: 
  1. Obtain a degree from any institutions with English language Education System
  2. Obtain a degree from any Public University in Malaysia with English as a language of instruction
  3. Obtain a degree from any Private University or College University in Malaysia that are listed in Malaysian Qualifications Register (MQR)

Students who do not meet any of the above English language requirement will not be allowed to register for courses or continue with their programme of study. They may attend the Intensive Language Course for International Students that will prepare and assist them for their MUET examination.

Intensive English Language Course for International Students
  1. The Intensive English Language Course for International Students is a course designed especially for international candidates who have not demonstrated an acceptable level of English language proficiency upon entrance into the University.
  2. Students who do not fulfil the English Language requirement within the duration of the validity of their student visa, which is for one (1) year will cause the offer to be withdrawn and be terminated from the university.
PROGRAMME STRUCTURE 
Doctor of Philosophy (PhD) is offered by full research. Students should have adequate research knowledge and skills as stipulated by the Academic Committee. Students who do not possess these criteria are required to register and pass the following two (2) pre-requisite courses with at least a B grade before they continue with their research:
  1. SZRZ6014 Research Methodology
  2. SCLE6014 Academic Writing; and/or
  3. Any other courses as determined by the supervisor or Academic Committee

Students are also required to:
  1. Present their research work at colloquiums/symposiums set by the Ghazali Shafie Graduate School of Government/respective Schools;
  2. Present and defend their research proposals successfully.
  3. Produce at least two (2) articles, by choosing either (Option A or Option B). Option A: At least one (1) article is accepted for publication in ISI Journal or Scopus; and at least one (1) article is under review for publication in a refereed journal. Option B: Two (2) articles are published in a refereed journal
  4. Attend a viva voce session to defend the thesis; and
  5. Submit a written thesis
